Are Mobile Crisis Units capable of transporting individuals to Emergency Receiving Facilities?

Mobile teams are contractually obligated to have a mechanism for transporting individuals on a 1013. We advise them to use any mechanism possible (i.e. family, friend, non-emergency medical transport, etc.) before seeking law enforcement for transport.
